correspondence on the subject from which Your Lordship will
observe that Mr. Wei Han, the Managing Director of the
Chinese Section of the Kowloon-Canton Railway, has been
appointed by the Chinese Government to take the matter up
at once and to appoint a date to meet the representative

of this Government and open negotiations. I have no doubt
that Mr. F. Grove will he associated with Mr. Wei Han as
his expert adviser in this matter and I, therefore, prom
-pose, subject to Your Lordship's sanction, to appoint Mr.
Lindsey to negotiate on behalf of this Government and to
associate with him Mr. C. Clementi whose knowledge of
Chinese qualifies him to assist in such negotiations.

I hope to be in England by the
23rd. proximo in case Your Lordship should wish to consult
me regarding this matter, but as the principles of the
draft Working Agreement are very clear and as the matter
is urgent I trust that you will be able to telegraph your
approval without awaiting my arrival, the more so as in
accordance with Your Lordship's Despatches of the 26th.
june and the 2nd. October, 1908, leaving the matter
entirely to my discretion preliminary negotiations are
already in progress. On the other hand if there is any-
-thing in the draft Agreement to which Your Lordship
